Test Result: USA 43, Uruguay 9
Without their European-based players and with half the team that did so well at the IRB Nations Cup in Bucharest in June, Uruguay slumped to a loss in the USA. The IRB Nations Cup is supposed to help raise the standard of rugby for selected Tier 2 rugby nations. In Uruguay's case this has clearly failed. Why?
